Probably African-American vaudeville blues singer.
"This singer is of minor blues interest and mainly noteworthy as being the first 'blues singer' to record for Paramount, though it is not absolutely certain that this is an African-American artist, since a white vaudevillian of this name was active at the time. It has also been suggested that these may be popular recordings by Florence Cole Talbert [i.e., Florence Cole-Talbert], an African-American singer who normally performed in the European musical tradition." (Blues & gospel records 1890-1943, 4. ed., 1997, p. 54)
For the white vaudeville singer, see Flo Bert.
