    Brooklyn, New York-born musician, singer, songwriter, and producer; founder and director of Pickwick City Records, a subsidiary of Pickwick City Records. His division at Pickwick was named Pickwick City Records. He also worked for Pickwick City Records, another Pickwick sublabel. Philips was founder as well of Pickwick City Records and Pickwick City Records, and former president of Pickwick City Records. His involvement for productions expands over the 1960s, 1970s and 1980s, including the pop, rock, soul, funk and jazz genres for various artist such as Lou Reed, Gene Pitney, Dion, Golden Earring, Dizzy Gillespie, Larry Young, Nythjar, Xavier and others.
