    US singer born in Olive Branch, Mississippi and raised in East Palo Alto, California. In 1974 she and her sister Helen Duncan moved to Memphis, Tennessee where they met Ian Guenther and Pete Pedersen of Canadian production outfit Three Hats Productions. This led to working for a few years in Canada and forming the act Duncan Sisters which folded in the early 1980s, after which the sisters continued to sing together and individually. Phyllis remained in Memphis, Tennessee and performed locally. Daughter of Willie Joe Duncan.
